When does the 90 day window for a bond start if there was a hold placed on that person?

My boyfriend was arrested in one county but had charges in another county. While he was in jail in Spalding Co Upson county had a hold on him. I was able to bond him out of Spalding Co. He's being charged with trafficking in Upson Co and is currently in their jail. He has not been indicted yet & currently waiting for a bond hearing. We know that he is entitled to a bond within 90 days especially if he hasn't been indicted. We just don't know if the 90 days started when he was arrested & Upson Co put the hold on him or if it started when he was transferred to Upson Co and the warrant was finally served.

The 90-day "indict or release" period begins from the date that bail or bond is first rejected re: a specific custody situation -- e.g., Person A gets arrested on Sept. 1, and on Sept. 3 they have an initial appearance and are denied bond; there would be 90 days from Sept. 3 to formally accuse or release on bail or bond. As you say your bf got released from Spalding County, if I understand your summary of the facts, the 90-day period would begin again once he went into custody in Upson County.
