On October 25, 2014, we approved your Form I-131, Application For USCIS Travel Document, Receipt Number, We will mail your approval notice. Please follow the instructions in the notice. If you do not receive your approval notice by November 24, 2014, please go to www.uscis.gov/e-request to request a copy of the notice. I am just worried because mom has to leave for a surgery soon. Is it okay for her to leave and me mailing her the document after its received. what happens if she doe snot receive it at all?

Yes, you can mail it to her after it arrives. Use a secure service like FedEx or DHL. If you do not get it, you need to contact USCIS.

Your mother can travel but with the risk that the advance parole may have been lost in the mail. If that is the case , your mother will need to re-apply and submit another FORM -131. If you do receive the advance parole document in the mail, you can forward the document to your mother.

You, she can leave. May be you have a friend who is flying to your country who can bring it over.
