I have drafted up a settlement agreement but the company I owe will not negotiate with me online. I'm unable to call and I'm not able to be there in person. Can I get an lawyer to do the negotiations ?

How are you not able to call? (or are you in jail...which would beg the question why you are trying to settle). You obviously have internet access, get skype or some other service and call. But yes, you can hire an attorney. Debt settlement is typically handled over the phone and then the collector will send you a confirming letter; that letter is your settlement agreement.

As the other attorney noted, debt settlements are typically conducted telephonically. Sometimes attorneys will also communicate with the creditor via email, but this is not the primary mode of negotiation. If you cannot use the phone, for whatever reason, look into hiring an attorney. Usually, you or your attorney will fax a letter with a settlement proposal, and then call the creditor to discuss and negotiate. At that point in time, the lender may accept, decline, respond with a counter-offer, or request financial documentation as evidence of your financial hardship/need to settle for less than the amount owed.

Certainly you can get a lawyer to assist you. What you have to do is figure out whether the amount of debt involved and the potential benefit justify the cost of being represented by an attorney. Typically, it is not cheap to have an attorney appear and negotiate on your behalf. But, if the potential benefit is there, and you are unable to do it yourself, having an attorney may be a good option. Good luck.
