My sister is moving to California from Georgia to go to college. Can she apply for California residency if she's 17?

I am aware that you have to physically reside in California for a year and a day before your college term starts but would it be possible for my younger sister to move to California while she's just a few months under 18 years of age? Would I be able to be her "legal guardian" (I am a California resident) to deal with paperwork since my parents won't be residing in California? She would like to start college as soon as possible since she is graduating high school this coming May and would like to be prepared for requirements to establish California residency to go to college. If it helps, she'll turn 18 on October 2015 and first day of college would be September 2016 (considering the 1 year stay for residency). Any advice would be greatly appreciated.
