Should I just pay ticket or go to court and complain about police officer.

I was driving on HWY in carpool line with 3 kids in the back. I was trying to use navigation on my cell phone but my phone didn't get a signal. Suddenly I see police officer on bike next to me screaming at me : Put your phone away! I put it down. A minute later he comes back again because he saw me looking at my phone (I try to turn off the phone ). He start screaming again : you want me to give you a ticket? ( 10 times ) I said NO! I tried to show him that my phone is off and then I just threw it on the floor. He keeps chasing me : pull over I give you TICKET! I replied please NO. But he keeps screaming PULL OVER! !! I get out from HWY. The officer was very aggressive (maybe he had bad day ) he didn't want to listen to me he just quickly give me a ticket and left.
Sorry to hear about this with your kids in the back. If you feel the office acted improperly, you can always call the station and file a complaint. However, this would most likely have no impact on your citation. It's difficult for us to advise you whether or not you should file a complaint because we were not there. Keep in mind, the officer will most likely have a different story. As far as the citation, you should consider consulting with a local attorney who handles traffic tickets to discuss your options. Most offer free consultations.
If all he did was write you a ticket for cell phone then I would suggest to just pay it and move on. It is not a moving violation and will not affect your DMV point count. Next time get your GPS up and running before you start driving.
