Question is, who is on the title? If you are both on the title to the vehicle, then you both own it. Same thing applies to a house. If you own it, you have the right to use it, within the bounds of the law. So, if you are both on the title, then no, he cannot prevent you from using the vehicle. If you are in the process of separating/divorcing, that is a different matter. I am not well versed in domestic/family/divorce law, and I would recommend speaking with a lawyer who is. If you are still happily, or otherwise, married, tell him it is your turn to drive the car.
