What can I do to protect myself my property from bad neighbor & county officials who aren't doing their job?

I live in residential area, not zoned for breeding facillities. Not allowed more than 5dogs. Neighbor has often up to 12 goats on a quarter acre adjoining my yard. He breeds the goats. Extremely messy property, Very messybuilt fence, no poop cleanup, goats badly damage my fence. They are stinky, destructive. Rats. Kills my property value. I filed complaint with Zone Enforcement officer. He 1st told me he only allowed 5 goats. Would require nieghbor build fence, a cleanup, and get rid of billy goat because it is the most destructive He got rid of all but 4 goats, kept Billy goat, and cleaned up property a little. ZoneOfficer has renegged. says he gave permission for breeding, nothng he can do about prop damage. Says he can't enforce. Law says different. What kind of lawyer can I turn?
