I had a daughter in 1999 and I have been paying child support for her since her birth. I was informed that she may have been adopted by her step father. I never signed a form to hand over my legal rights. But I am curious to know if I am paying child support for her when I should have been informed

From the facts that you have provided, it does not appear that your daughter has been formally adopted by her step father. I would try to reach out to the step father or the child's mother if you can. Until you get confirmation that the adoption happened, you should continue to pay the support pursuant to your agreement/order.
