Can a storage facility change the lock of a tenant and place the old lock INSIDE the storage unit without tenant's presence?

I rcvd a call and emails from my storage mgr about my lock having been tampered with. They claimed the intruded was not successful to intrude but the damage would have enabled entry at a later time so they decided to replace the damaged frame and lock with another, put the damaged goods INSIDE my unit in my absence and asked me to go there and place my own lock on it. After examining the inventory I noticed valuables and files were missing which I disclosed to the police for the police Report. But they claimed to the police that the door was not opened by the intruder (which I don't believe because things are missing). The attendant told me that I did not have insurance (and I cannot find my original contract of 4 years ago). Who can I sue to get damages in light of these inconsistencies.
