Can a Family Law lawyer expedite and get provisional licensing for a kinship guardianship of a child placed in foster care?

We are trying to get guardianship of our 3 year old great nephew who was placed in a non-family foster home in the state of Maine on 1/9/15. We live in Massachusetts and were not made aware of the situation until after the fact. Our ICPC application with Maine DHHS has been completed and was faxed to Ma. DHS on March 4, 2015 and we are currently awaiting processing and our home study dates.
I attended the last team meeting and a petition to terminate parental rights has been filed by the department.
" Safety Goals and Next Steps" on the team meeting summary report state that the child "needs permanency as soon as possible!"
I understand a Family Law lawyer can step in as intervenor status but I'd like to know what that entails and can accomplish at this point.
Thanks for your time

If I am correct that the court action is taking place in Maine, you should be contacting attorneys licensed in Maine who would be familiar with its courts. A family law lawyer may be too broad a search as you could benefit from someone with specific experience handling child custody cases when there is state intervention as seems to be the case here. Perhaps contacting the Maine Bar Association would be a good start.
The case involving the child is in Maine so you need an attorney licensed in Maine. Only licensed Maine lawyers can advise you on Maine laws, rules & court procedures. However, from dealing with the ICPC process in Mass and waiting for final approval on other states my experience is it can be a very very slow process
