This sounds like a very long and convoluted set of facts that must be fully evaluated by an experienced personal injury attorney specializing in medical malpractice. No one could offer you advice under these circumstances with respect to the merits of your allegations. The Federal Tort Claims Act has very stringent notice requirements that must be met or your potential claim will be barred. Contact a qualified attorney immediately. Time is of the essence.

More information is needed to evaluate, and your records can be ordered by a local malpractice lawyer who can send them to an expert to review to ascertain whether there was a breach of the standard of care.
I agree with my colleagues. I will add that medical malpractice is a fairly specialized field and probably not all that common here in Southern Oregon. Additionally, you want to pursue the VA, which may narrow the field of potential attorneys further. You will need to pursue this matter as soon as possible due to any number of issues including the statute of limitations and the need to properly preserve you claim, evidence, and damages. Consider opening your search for an attorney to anyone licensed in Oregon. It isn't unusual to utilize the services of an attorney from Portland or another city up North on cases such as this. The attorney should be able to do quite a bit by phone and email.
