I'm US citizen applying for immigration visa for my family. I have a joint sponsor. Is it a must to fill I 864A Form?

That depends. You will fill out the I-864. Your joint sponsor will fill out another I-864. The I-864A is only used in circumstances when you are using other people's income that live with you or the immigrating person's income (if they are legally working). Consult with an immigration attorney before filing your documents, if nothing else, to make sure they are good to go.
