The more appropriate charge in Florida is interference with child custody with a court order. You need to call law enforcement and have all of your court orders indicating you have full custody (parental responsibility). You should also file motion for emergency pickup orders in family law court case where you were given full custody. It would be highly advisable to contact an attorney to assist you in drafting the orders necessary to have your children picked up. Absent some Court order allowing your Father to remove the children to Maryland, he has no legal right in Florida to remove the children. You should contact an attorney in your area right aware to file for an Emergency Pick Up order.

Since you already have "custody" you should be able to ask for the Emergency Pick Up Order in that same case.
