I got a ticket for improper lane change or course while on my learner's permit but the officers DID NOT mention my permit.

The officers who cited me the ticket DID not mention I was only driving on a permit and I was normally suppose to get 4 tickets and arrested but they cut me some slack and gave me 1 ticket instead. My question is, even if they did not mention me with a permit; will that hold me from getting a license until I'm 21?

It may if you are convicted. What counts in your question, is whether you are convicted of a moving violation, not the actual charge. You, more than anyone else need a traffic ticket lawyer to take your case immediately. Not only will you face a delay in obtaining your drivers license, but you will be facing increased insurance rates which will be very high as it is due to your age. It will make it very difficult for you to get insurance if you pay this ticket or are convicted of it. Use the find the lawyers feature in this website to get a speeding ticket lawyer involved. That is the terminology used here for traffic ticket lawyers. You will not get a notice to appear in court automatically, if you do not act within 30 days, your license will be suspended. I wish you the best of luck and I hope this information helps you.

You were cut slack, and that was very cool of the cops, but now you need to act in self-preservation. HIRE A 954 AREA TRAFFIC LAWYER (caps intentional) asap. Some DL's are more sensitive than others (learners permits and commercial DL's for example), but regardless, and in my opinion, the best defense for any traffic citation anywhere is to hire a local traffic ticket lawyer. I can't speak to the 954 per se but in the 305, where I have been a practicing criminal defense lawyer for nearly a quarter of a century, there are many skilled and experienced traffic lawyers who know the law, the procedure, the Judge and probably the cop. In short you will almost certainly get both competent representation and a better result for a relatively small fee / investment. I hope that I have been helpful in answering your question.

Strongly agree with my colleagues. You need to get a traffic attorney in your area to make sure this doesn't affect your ability to get a license in the future. It may be advisable to get your license NOW, without delay. The officers did actually do you a service by not citing you further, but you need to take actions now and you only have a very limited time to do so.
