Is my car insurance death benefit settlement public record?

Last year I was in a car accident where my passenger (a family member) died. The accident report did not assign fault to either parties involved in the crash. I was not charged with anything. The person that hit me is now suing me for damages (they have already sued my insurance company and received a settlement). Are they now suing me because they know I received a death benefit payment from my insurance company?

First, given that you are being sued, why does it matter what convinced the plaintiff to file suit? You need to focus on answering the lawsuit. That said, the most likely reason that they sued you is because they believe that they have damages and that you may be responsible for paying those damages. A claim related to an automobile accident must be filed within 3 years. There is no reason to believe that the settlement of the death benefit has anything to do with the lawsuit against you.
