If you agreed to pay him for his work, then he can pursue the agreed upon amount. You should send in a dispute letter explaining your dispute. If they continue collecting the debt, without responding to your dispute, hire an attorney who could send a 93A demand for their unfair and deceptive acts.

You do not have to pay for work that was prepared incorrectly. I suggest that you do not ignore them but write them a letter explaining the mistake, that you hired a new preparer and you ask that they move on and you will move on as well. After that letter, I doubt they will pursue you further.

If you have a complaint about a CPA you can report him to the State Board of Accountancy. If you feel the bill is inappropriate you can refuse to pay it and force the CPA to sue you.
