If a jail with holds my identification can i sew them
i was in jail and they didn't return my wallet and it had my i.d in it

There is no cause of action for that. Why were you in jail? They may be holding onto your wallet as evidence of something, depending on what you are charged with. Have you attempted to contact the jail to get your property back?
