I am about to help someone get an apartment. I will be giving $695 security deposit. They will give $405 last month rent. Is this okay?

Call it what you want, but a lendlord may not collect more than two months' rent for a security deposit.

A landlord cannot ask for a security deposit that is more than two month's rent. The rent itself has to be paid in accordance with the lease.
