Isn't it illegal for employers to set company policies and procedures and THEN not follow them while making employees follow the

My company has a job bid procedure for promotions within the company. Can they post a job, make certain employees interview for these promotions and then turn around and give these jobs to people who didn't go through the bid process? Is this legal? If it isn't, who do I file a complaint with in my state?
