Can I privately sue my landlord for harassment or does it need to solely be the management company ?

This agent of company has persistently harassed my family with chronic litigation in housing court over a hold over case related to bed bugs. This has exceeded two years now. A housing court judge recently ordered him to perform the treatment. He has a history of appearing on the access dates in my apartment and walking out with the exterminator claiming my unit is not prepped for treatment. I have documentation I was prepped every instance which judge viewed. Can I sue him individually for harassment ?
