Im trying to create a game ap. I want to allow people to play for free. Then have a weekly tournament and charge a dollar for the tournament. The game would be skill related, not like poker. Everyone would have an equal chance to win, the only advantage someone would have is how much they practice.
You have posted this question before and the answers will not change. You are treading in dangerous territory and no lawyer here will bless this idea because you have not provided all the facts and an answer will depend on a state by state analysis of existing laws. One more thing, how do you know that Apple would approve such an app for the App Store? Have you reviewed Apple's guidelines for app approval? I am confident that these kinds of apps will not be approved (caveat: I have not reviewed the guidelines in a long time).
There are 36 states that allow a game of skill under their gambling laws, but there is a 4 prong test for this type of game.
