I know the international students (F1-visa) are limited when it comes to work (max 20 hours/week on campus job). However, are they allowed to have other sources of income in US, and what would they be? Is renting his/her apartment a legal way to earn income? Thanks!

Yes, that is legal, in that it is considered to be 'passive income", especially when you have a property management company or rental agency act on your behalf to rent those apartments, collect the rent on your behalf and ensure the upkeep & repair.

Yes, but you should have a management company handling the rental, including collecting rent and doing any other work required.

Yes, it is legal to collect rent as a way to have income. You should have someone else manage the property and collect the income for you to establish that it is passive income rather than "earned" income.
