I was just wondering about the law when it says it is illegal to drive on highways without a license, there is no mention of what the law is in city limits on city streets.

There are also enabling acts which allow each county or municipality to adopt regulations consistent with the state standards. You need a license to drive on any public road in Montana.

"[A] person convicted of the offense of driving a motor vehicle without a valid driver's license ... shall be punished by imprisonment for not less than 2 days or more than 6 months and may be fined not more than $500." Mont. Code Ann. § 61-5-212. Additionally, your license will be revoked for one more year. This assumes the driving was noncommercial. This also assumes your license was not revoked because of drugs, alcohol, or for refusal to submit to a alcohol or drug test. If that's the case, the fine goes up to a potential of $2,000 and they will seize your car for 30 days. "'Public highway' means a public street, road, highway, or way in this state." Mont. Code Ann. § 69-12-101. Basically it means public road.
