How does Temporary Protected Status apply to the people with dual citizenship? A person came here with non-immigrant status

I have a friend with Nicaraguan citizenship who lived for the last 10 years in Belize. Now he is in the US and he can't return to both of the countries now. He is not sure if he wants to ask for asylum so he is interested to know if he has any chance to apply for TPS
Asylum requires a well founded fear of persecution based on a protected ground (race, religion, nationality, political opinion, particular social group). He will have to have a fear or returning to both countries because asylum isn't granted if there is another third country where he can settle. TPS would only be temporary, as the name implies, and he may be not eligible. Your friend should call an attorney to see what options are realistic.
It is important to talk to an attorney as soon as they can because if they are afraid of going back to Belize, they should apply for asylum within one year of entering the U.S.
