Does Saturday, Sunday, and Holiday count in a 21/30 notice?

And when is the start date of the enforcement of the notice? Is it when it was received by the receiver ( what if it was received saturday )? Or does it start when the postal services sent you a notice that a certified mail is waiting to be picked up? Thanks!

Yes, Saturday/Sunday/Holidays count. And generally the time starts when the notice is sent - that it isn't picked up is irrelevant. I recognize the location and that you have posted a lot of questions about your problem. You really really need to hire a lawyer.
