Can I resubmit an I-131 Reentry permit outside US when the application that I filed in USA has been rejected due to an error.

1) I filed the I-131 Reentry permit on Aug 12, 2015 in USA. 2) I left USA for working and I am currently working. This is the reason I filed the I-131. 3) The application was rejected (Via Form I-797C, Notice date Sep 2,2015) due to incorrect fee. 4) USCIS instruction is "Please resubmit the application with the appropriate fees. Place this letter on top of your application package."
My questions.
1) In this case, can I resubmit the application with appropriate fee out side USA?
2) Do I have to prepare a new application from with new date?

1. Better have a trusted friend, relative or what have you submit from inside the USA, with your US address. You will need to comeback to the US for fingerprinting anyway..
2. Not at all. Simply submit the old one with the correct fee, with the Rejection sheet on top, as instructed, will go faster.
Unfortunately you will have to return to the U.S. to do this. I suggest retaining an attorney to make sure it is done correctly and that any receipts will go to an office, business address in the U.S.
