What should I do to protect myself.

my tenant live in the in-law unit next to the garage. I parked my car in the garage which they didn't like so gave me a letter about planning to go to the rent board about the issue. The car is park where it doesn't block their door. Also, when I turn the ignition on, there's no one there and the garage door is open.

C'mon. Now you're just posting one question after another. An attorney will need to look at all of your facts and circumstances as a whole to properly advise you. Put up some money and pay for an hour of time of an attorney in your area. Contact an attorney in San Francisco to give you a full consultation.

Agreed, Spamming the questions board is not going to resolve anything. Look for a landlord-tenant lawyer in SF to discuss the circumstances and how to best approach the problem.
