Is it legal to send an unsolicited commercial fax to a business on the fax number they have listed on their website?

I frequently cold call or cold email businesses to promote services. Is it legal for me to go to a business's website and fax a commercial advertisement to the fax number that they have listed there? Faxes seem to be governed by several laws so it's vague in the situation. If the business has listed their number are they technically soliciting to be contacted or violating a do not call provision? Does an existing business relationship play a factor in this case(I believe a cold contact would not qualify as existing despite their solicitation to be contacted).
This is a very interesting question. I checked the FTC's website and the FTC does not consider it to be an unsolicited fax because fax number was obtained
from the recipient's own directory, advertisement or site on the Internet, unless the recipient has noted on such materials that it does not accept unsolicited advertisements at the fax number in question.
This does not mean that some states may have laws in addition to this.
Good luck.
Many jurisdictions have laws against unsolicited faxes because they cost the receiving party money.
