Police vehicles were parked at the shoulder with flashing lights. I didn't change lane but reduced speed. Thats when I got 1144a. I was asked to then stop, which I did, apparently shoulder wasn't big enough and so officer fined me with 1201a. I was driving on NYS parkway.

NY VTL 1144A is the failure to move over for an emergency vehicle. It carries. There are two different sections you could have been cited for NY VTL 1144(a) or NY VTL 1144-a(a). NY VTL 1144(a) carries 3 points, fines up to $275.00, and a mandatory NYS surcharge between $88.00 and $93.00. NY VTL 1144-a(a) carries 2 points, fines up to $150.00, and a surcharge of $88-$93.00. NY VTL 1201A is a parking ticket which does not carry points, but does carry a fine up to $150.00 with a mandatory $25,00 surcharge. I would suggest pleading not guilty and hiring a local traffic attorney who can work to eliminate points and reduce the fines and surcharges you are facing,

It sounds like you were charged with 1144aa, not 1144a. See Ms. Wynn's great detailed answer for fine amounts. One thing I would add is that 1144aa was enacted to ensure the safety of emergency responders which is why police officers can sometimes take the violation very personally. This may be why you were also given a 1201a, the violation of which does not make sense under your described circumstances.
