Who is responsible to complete a 9a report? Can a buyer withhold escrow funds until that form is complete?

Our agent had us fill out all of the paperwork to open escrow, including most of the 9a form for Los Angeles county, but then took it with him and never told us to complete it nor did he complete it. Now it is a source of misery for us closing escrow. The buyers altered the escrow instructions stating that we can close without receipt of the 9a form. Do they now have the right to withhold the rest of funds until that form is complete and they like what it says?

Los Angeles Municipal Code Section 96.300 requires that the seller of residential property within the City of Los Angeles provide a Report of Residential Property and Pending Special Assessment Liens (aka Form 9) to the buyer before entering into an agreement of sale or exchange of residential property or prior to the close of escrow in connection therewith. Yes.
