We moved elsewhere because the apartment was still not ready and we couldn't afford to keep living in a hotel. This landlady is difficult to reach and is in charge of 3 different apartments. The only information we have on her is her name, cell phone number, and a P.O. Box address.

You left out a lot of information - was there a lease? How long did this take? Was there a written application? Check with Roanoke City about who actually owns the property you were going to rent and contact them . I'd suggest a lawyer but the cost may exceed the amount of the deposit you sent. If you can track her down you might use the Small Claims procedure in General District Court.
