Penal Code 211 is robbery, which is taking property from another person by fear or force. Penal Code 664 is known as the "general attempt statute," and indicates the crime was attempted but not completed.
Penal Code 664/211, then, is attempted robbery.
The punishment for robbery is 2, 3 or 5 years in state prison. (The punishment for first degree robbery -- committed in a home, on public transportation or at an ATM -- is greater.) The punishment for an attempted crime is usually half, but there is a special rule for attempted robbery and the potential prison term is 1, 2 or 3 years.
There is no Penal Code section 667(s)(2). Are you sure you have that correct? Penal Code 667 deals with punishment for serious felonies listed in Penal Code 1192.7, which includes robbery. If a person has a prior conviction for a serious felony, he can get an additional five years added to the sentence for a subsequent felony.
Robbery is also listed as a violent felony in Penal Code 667.5. Both serious and violent felonies are "strikes" under the three strikes law.
