Do I have any legal options re: services not rendered, refusal to refund my money and forgery?

I live in IL and hired a Tax Resolution company located in CA to investigate a MO back tax issue. I hired them to determine if I owed the MO tax, if so, to prepare 3 yrs of taxes & negotiate w/MO re: reduction of penalities/interest/payments. After 4 months, I received a letter from MO stating that nothing had been done. So they quickly & erroneously prepared my MO taxes, twice. 1 set had me as a MO part time resident & the other had me owing $0 to MO. As they refused to do them correctly and did not negotiate w/MO on my behalf, I requested a refund. They refuse to refund my money, have created false logs (i.e. phone calls that didn't happen), have since done a "correct" set of returns that I never received & even forged my name on a release to obtain my Illinois State tax info.
