A CPN number (which is short for a Credit Privacy Number or a Credit Profile Number) is legal and can be used instead of a person's social security number for many but not all credit transactions. See the web site: http://www.wisegeek.com/what-is-a-cpn-number.htm
Celebrities or government officials may choose to use a CPN to protect their privacy. Like with a social security number, you can only obtain one CPN. The creditor is not required to accept the CPN in lieu of a social security number. A CPN can be abused and any debts associated with a CPN would have to be discharged in bankruptcy along with those debts associated with the person's social security number.
