Can I sue for unfair promotional practice

I submitted my information to my employer in regards to promotion and I was passed over. In our department Directive you are required to meet a standard of points which twenty points. Years in rank, Education, and attendance. However it appears that they did two things. First i think they discriminated against me and second they promoted people with less time than me. Can i sue
