I have a neighbor that has repeatedly filed complaints and confronted me because she doesn't like how I maintain my home.

While I do not admittedly spend as much time on my home as she, a stay at home mom, does, it is not derelict by most standards. What really angers me is that she seems to spy on me and monitor everything I do (demonstrated by comments such as "you don't exercise your dogs enough" and "you went out of town for the day and someone only came several times to let the dogs out" or "you spend money on your pond but not your gutters". I feel violated. My grass is cut, I am not in violation of dog quantity laws, my dogs do not roam free, are licensed and up to date on all shots, and I do not make noise or otherwise disrupt the neighborhood. I want to be left in peace without someone watching my every move and ready to pounce with complaints. I cant afford to move. Any recourse?? Thanks

Unfortunately in urban life, we take our neighbors as we find them. You might be happy in your neighbor were to take a swim in the Mon during February, but she will be happier watching everything you do. Unless it raises to the level of harassment, there is not much you can do. Some people decide to fight fire with fire, but after a few years all wish they never got on that path. I have a neighbor next to my office that is the same way. If I hire a painter, my neighbor insists on supervising. I need to paint this year and the painter says he will come only when my neighbor goes back to Italy for a few weeks. I've learned to tune the man out. You are going to have to do the same. What you describe is certainly bordering on harassment. Where does she file the complaints? With the City, police or the magistrate? You might consider going to the magistrate with a harassment complaint if the level of this activity escalates. Take notes. Gather witnesses.
