Can my HOA in Ontario, CA tow a vehicle from a handicap parking space in the common area with a valid handicap permit displayed?

My DMV handicap placard registrations indicates that I am allowed to park on "Streets where preferential parking privileges are give to residents and merchants. The HOA board is stating that since this is private property they can tow from a handicap parking stall with a valid handicap permit. They are indicating that it must also display an HOA permit as well. Can they do this?

I don't know about Canada, but in the US private property is not the same of public street property that is the subject of DMV issued handicap parking placards. At an HOA lot, a handicap member would have to have a placard and an HOA sticker to park in the private handicpa parking space.
