As a general proposition such use should be permitted. Google street view often shows cars and their license plates.
An issue might arise if you were commenting on the car - by alleging an illegal activity or some other wrongdoing that might give rise to a claim for defamation.

Yes, it is legal. Since you took the picture in a public place you own the copyright and you may post it anywhere you wish.
