Can a landlord kick you out if they can not fix space and it became city limits when it use to be out of city limits in texas?

pretty much she is kick all of us 1 by 1 apparently she dose not have the money to fix the spaces as accordance of city and she cant buy a new septic tank or get us a dumpster to throw away trash. she has no permit to lease spaces but she dose give us rent recipients. can we all sue her or at least get more time after evicition notice to be able to move our mobile home.
