I was driving 82/60 and got a law section 46.2-870 is this considered as reckless driving or speeding? If it is reckless should I hire a lawyer that could help me?

46.2-870 is the speeding statute in the Virginia Code. The officer gave you a break and charged you with speeding as opposed to reckless driving (46.2-862). Even though the officer helped your situation you should still consider hiring a lawyer. A speeding conviction of 20+ m.p.h. will result in minus 6 points on your driving record. A good attorney may be able to help you get the charge further reduced or dismissed. I would recommend getting your speedometer calibrated. Even with it not being charged as reckless, it still carries six points and can have a large impact on your insurance rates. I would advise contacting an attorney to assist you in the matter. They will possibly be able to negotiate a reduction that will save you money and points.
