I am being sued in civil court by a collection agency. I spoke to them on the phone to make payment arrangements they agreed.

They sent me paperwork to sign, it is a "stipulation for judgement". It seems to be a court paper where I agree to a judgement, but this is not what I meant to do. I wanted to pay so I could avoid a judgement. Is this standard or should I call them and refuse it.

A Stipulation for Judgment is often used by collection companies so that, if you miss a payment, they will simply get a judgment immediately. You should clarify in writing (before signing it) that the stipulation will not be filed unless you miss a payment, and then make sure that you send every payment via overnight delivery so that you can verify that the payment has been received.
