My water bill is split between 3 houses. 3 people in one, 2 in the other and then me. Should the bill be divided by 1/3 or 1/6?

The household with 3 people get the bill and they keep charging me 1/3. They have a dishwasher, clothes washer and wash 2 cars. The other house has 2 people and a clothes washer. I have none of the above. He refuses to split the bill by how many people use water and I can't afford to keep paying for them to wash cars, do laundry etc. Should I take him to a magistrate?

Given the information that you have provided, I don't think it possible give well-informed advise. While the situation certainly sounds unfair, that in-and-of-itself is not enough. The most important information missing is the nature of your agreement with the landlord(?). Is there a signed lease? Is there a verbal agreement? Assuming that there is an agreement of some type in place, what were the agreed upon terms? If you would like to provide this info, then perhaps a more satisfactory answer could be given.
