In the military, you are required to have a family care plan so that you are deployable. You either have to list your husband as the primary care giver under your plan or list another person. If your husband cannot or will not take care of your son, then it should not be a problem for him to sign the document giving your sister custody in the even that you deploy. As per the Army bonus, please explain further.
