Yes you can "sponsor" your nephew to come to the United States as a student. You would not be sponsoring him in the sense that you are a petitioner for an immigrant visa. He is the applicant for a nonimmigrant visa (F-1 Student) and you can be his financial sponsor by providing an Affidavit of Support and supporting financial evidence to show that he will not become a "public charge". In order to successfully make an application for a student visa, your nephew will have to: 1. apply for admission to a private school authorized to accept international students (no public school for him); if he doesn't have his own funds or family funds, then you can assist in providing financial documentation to the school 2. school will issue a Form I-20 evidencing his acceptance; I-20's are typically issued in July for the Fall semester and November for the Spring semester; each school will have a lead time. 3. your nephew will apply for the visa at the US Embassy in his home country; at that interview he should be prepared to explain his "nonimmigrant intent" i.e. why he wants to come to the US and the date of his planned return to his home country. Proof of family ties in his home country will help him meet this burden. You can help him with the aforementioned affidavit of support which will help him prove that he has enough funds to live and study without violating his status i.e. by working. We can assist you with this application process. Feel free to call us and schedule your free initial consultation.
