Otters belong in the wild not as pets! How do you know how to properly care for one? That being said, the law regarding ownership of wild animals is somewhat ambiguous in Arkansas. The state statute has a catchall phrase that could prevent the ownership of otters. It can also be determined by your specific jurisdiction - state and county. To be certain that you are not breaking the law, I would contact your department of fish and wildlife along with your local animal control.
