The divorce is final if it was filed with the court. The language you are referring to is required by Nevada law. You need to make sure to comply with that language, as well as with all other provisions of the Decree as it is a court order.
Interestingly, the Child Support and Welfare Identification sheets are required even if there are no children the issue of the parties. I think this was contemplated by the Nevada Legislature to assist the District Attorney, Child Support Enforcement Division, in finding update information on child support obligors who have children in OTHER cases. There is even one department in Clark County which has historically refused to sign off on a Decree of Divorce or Custody Order unless copies of the Child Support and Welfare Identification sheets are submitted to the Department with the Proposed Decree or Custody Order. So, long story short, these forms are mandated for anyone involved in a custody or divorce action, regardless of whether there are children or not.
