Can a Pro Se Defendant in a Civil Action file a Notice of Leave of Absence on a judge and opposing counsel?

LOA was submitted and no objections after 10 days. Rule 16.3 of USCR seems to be just for attorneys but says nothing for Pro Se litigants. Reasoning given - "Vacation"

It would seem that the local rule would apply to pro se litigants. If you are leaving town or hospitalized, for example, for an extended period, then filing a LOA is a good idea. The judge will consider your request and enter an order deciding whether to grant it.
