Can I travel before H1b approved?
My 2013 H1b is in the processing which need more evidences. Can I travel aboard before it is get approved? Will it effect the decision of H1b?

Only if you have a valid visa with which to return and be readmitted to the US.

It should have no impact on whether the visa is approved or denied. It can affect whether you are granted a change or extension of status.
