You are permitted to apply for a change of status in the United States from H-4 to H-1b. Of course, you must have a valid job offer from a U.S. employer and must comply with the H-1b regulations. If you do change status in the U.S., you will not need to depart or have an interview at the U.S. consulate in order to begin working. Good Luck.

You may or may not be able to change status in the US. Your employer needs to retain an experienced immigration lawyer to review all the facts, advise them, and handle the case. Your employer can find one through http://www.ailalawyer.com.
