The trooper never had his lights on or parked behind my vehicle can I fight these tickets?

Iowa Code section 321.438, the state's window tint law, prohibits operating a vehicle with prohibited tint on certain windows. You may have a defense if the vehicle was parked and there is no admission that you drove it to the location. I haven't looked at the plate requirements in a while, but the same argument might apply. I will check and post a comment. The trooper may be mistaken about the law.
